<p>To my knowledge, negotiations aren’t even possible. Take what they offer or let someone else get the money.</p>
<p>I know for sure it is possible to negotiate receiving more money at other universities. My friend received extra “scholarship” money (FA, really) after talking to the FA office at a small, private engineering school. You can try at UIUC, and though no positive outcome is guaranteed, it doesn’t hurt to try.</p>
