Between the University of Minnesota-Twin Cities, University of Wisconsin-Madison, Marquette, and Northwestern University which is the best match for me?

I live in Wisconsin so I would get in-state tuition in WI and MN.
Also, I come from a middle-class family in which I'm the youngest of four kids, so I can't afford a super expensive university.

I am guessing that a 31 ACT is on the lower end for Northwestern (the kids we know admitted/attending are in the 34-36 range). My son looked at MN-Twin Cities, and is now at UW. He is not a science/engineering kid, but I suspect UW is a stronger engineering program. Instate, with a 31 and an unweighted 4.0 should be easy admit to UW.
