I had my friend write me a recommendation letter for the family/community recommendation form, and the form says this at the end “I do waive my right to access, and I understand I will never see this form or any other recommendations submitted by me or on my behalf”
Do I need to ask him to send it to the university or it is ok that I send it?

As I recall there should be a link they will send you after you apply for you to provide to the recommender and they would upload it directly.
On the bottom of page 2 of the form, it tells the recommender to return the form to the Admissions Office and gives both email and snail mail addresses. The recommender should send it directly, not give it to you. Did you sign the FERPA waiver before you gave your friend the form?
I assume you’re currently a junior? It’s ok, the form can go now. My son is a senior. Last spring, he asked his robotics team advisor to write his community recommendation for Rochester. The advisor isn’t big on computers or tech (I know!), so he wrote it longhand and mailed it to Rochester right after my son asked. I had my son check into make sure it would go in his file even though he hadn’t applied yet and it did. If you have it sent now, that’s just one more thing you don’t have to stay on top of in the fall. And have your friend keep a copy, just in case.
