UC/Cal Poly SLO Transfer Advice

As the title states, I am an Air Force service member looking for advice on how to transfer to a 4 year college once I seperate. I'm currently stationed at Hill AFB, UT and attending a local university to work on the prerequisites for an Electrical Engineering degree. I joined the AF to pursue a higher education using the G.I. Bill and come July 2015 I plan on committing to that goal. I've always wanted to attend UCB, UCSD, UCLA or Cal Poly SLO ever since I graduated high school in CA.

I've completed 69 credits (Gen Ed, some EE prereq's and some CS courses). This is a combination of schoolwork I completed at a CA Community College before joining the AF and courses I have taken in Utah. My current GPA is a 3.81. I've completed all calculus courses and will be working on physics/chemistry in the future as well as any other prerequisites needed to transfer. From researching the various college websites and perusing the information on these forums, those classes seem to be a requirement to transfer to ANY engineering program.

The questions that I find myself most perplexed about are the ones pertaining to my unique situation of being a California resident yet a student at a Utah university.

How does the UC/Cal Poly system view me as a transfer student? Am I an out-of-state transfer based on the the number of units taken in Utah even though I graduated HS and attended some college in California?

How do I meet the transfer requirements without websites like Assist.org? Everything to this point has been a shot in the dark and comparing course descriptions between schools (Advice given to me by a counselor at UCB when I met with him). This seems like a huge risk considering the amount of classes I'm able to attend in a given semester (1-2 classes a semester is all I can fit into my schedule).

Another issue I've run into is the courses required to transfer between colleges don't easily translate across state lines. I think it was Cal Poly I was looking at the other day but I noticed they require one additional physics class to transfer. My current university only offers two physics courses. The course material covered is probably equivalent but the total units at Cal Poly over these three courses was higher. This is just one example, but it had me questioning whether this is a factor when looking at eligiblity of applicants. Would something like this immediately make me uneligible to transfer because my classes are not looked at in the same way?

I understand every person's situation is different and I am no exception, however, I would like some advice from people who have succesfully transferred (Veteran or otherwise) to one of the schools listed above. Even if it's not help with these questions, I would greatly appreciate any advice. I would like to see the profiles of those who successfully transferred to gauge the caliber of students accepted into these schools.
