Is a GPA of 3.94 for UC good enough to get into colleges like UCLA or UCB?

As an OOS applicant, you can only use AP/IB or DE classes for the extra honors points. UCLA and UCB also consider fully weighted GPA. Admissions to these schools are not just about GPA. Test scores, essays and EC’s are all considered. Will you be able to afford to attend in accepted? $55K/year with little to no FA.
Average UC GPA for UCLA: 4.17
Average UC GPA for UCB: 4.19
Much will depend upon intended major and also HS course rigor.
