UC in-state transfer with midwestern cc grades

I have completed about 42 credits (GPA 3.3) at a community college in Illinois. My whole family is moving to California this October. There, I will be doing my own business for about a year, and when it is stablized I will continue to attend a college toward BA in economics. My goal is to get into UCLA or UCSD, if not privates like Loyola Marymount, Occidental, pepperdine. Is it a good idea to attend cc in California and then apply to UCs? Or do I have a chance to get into any of the UC schools with Illinois grades? Will they treat me like other california cc transfer applicants since I am a resident? or Will they treat me like any other out-of-staters?

You are not a resident yet. In order to become a full resident in california, 1) your parents need to file their taxes here and 2) you need a California license. Or, you could take 30 units at a california community college. As of now, you are not considered a cali resident, so your chances are slim, but totally doable. However, my recommendation is that you go to a CCC rather than a UC, because if you want to go to UCLA or Berk, your chances will increase for the competitive UCs if you go to a community college in cali.

Oh, i also want to mention that Loyola Marymount also prefers community college transfers. Not necessarily CCC students, but if you would rather take that path, its difficult to transfer after to a UC. I read on the UC board that someone from LMU with a 3.4 tried to transfer to UCSC and didnt get in.

Like I have mentioned above, I already have 42 credits. Is it possible to take additional 30 credits at ccc? I am not sure if I can take more than 60 credits for any of the top private and/or public university tranfer. They would surely ask for my grades and transcript from the Illinois cc right?
