Are you applying as a freshman or a transfer or for an advanced degree? (you do have a typo in your post, I’m just pointing it out because it would be important that you spell the name of the major correctly all of the time if you wish to apply to that major). I think what you are asking is whether it would make a difference if you selected a major within the school, as opposed to just selecting the school with no major (undeclared). I am not sure to the answer to that, I can only tell you that there would be a difference if you selected Undecided/Undeclared or ICS as your school of choice.
Freshman admission to the university was 36.6% in 2017. This would not really tell you what percentage of those had applied to the Donald Bren School of ICS, but someone here might have a link to the data for admit my school.

According UCI statistical data for Freshman applicants last year, ICS Undeclared had a 17.6% acceptance rate vs CS with a 36.8% acceptance rate. There were also 3x as many applicants for CS vs. ICS Undeclared.
