UC Santa Cruz.. My Chances?

So, I will completely straight forward, so I know whether or not I am wasting my time.
My freshman year I completely dissed on going to school, so my grades fell around a 2.8.
But Sophomore and Junior year I picked up my pace, and now currently stand with a 3.55. Seeing as how most colleges look at only the 10-11 GPA, it stands now as a 3.55 all together. Even so, that is relatively low. However, I calculated what I would need to get a UC total, and that would be a 1740 (I'm quite positive I can achieve higher than that, actually).
I have met all the A-G requirements, and have done the recommended years of Science (Biology, Chemistry, and took Physics), and math (Geometry, Algebra 2, Pre-Calc, Calculus).

So, basically my question is, if I did get the 1740 on my SAT test, with my GPA of 3.55, would I be able to get into UC Santa Cruz? It says I would be in the top 9% in Local Context, so does that mean I might have a shot?

I will be honest, I don't have many extra curricular activities, but I do have some. Don't be afraid to be brutally honest; is being in the top 9% enough to get in to UCSC, or should I plan to attend a JC first?
Thanks everyone!

ucsc will take you in a hear beat
