I am currently a freshman at UCSB, and after a month here, I don’t feel like the environment was right for me. If I were to transfer to a CC closer to home would I still be eligible for TAG/TAP if I wanted to go to another UC like UCLA, if I have over 30 units due to APs? Currently am only taking 12 units but have 28 units from high school.Money is also somewhat of an issue. Would love to get some advice! Thanks
To be eligible for TAG you need 30 semester/45 quarter units taken at the CCC prior to applying for TAG. Not sure about TAP.
From UC TAG website; Who can file a TAG?
Only students transferring directly from a California community college (CCC) are considered for a TAG, including international students (those with a visa). A CCC transfer student is one who has completed at least 30 semester (45 quarter) UC-transferable units at one or more California community colleges, and the last college the student attended in a regular session (fall/spring or fall/winter/spring) before admission to a UC campus is a California community college. All UC campuses that offer TAGs require students to meet this definition.

You need 30 semester / 45 quarter units directly from a CCC, meaning AP credits do not count towards that unit requirement, to qualify for TAG/TAP.
You can still apply to transfer once you complete the 60 unit minimum even if you don’t get 30 units from a CCC, but in order to get the “CCC transfer” label (and the admissions boost associated with it) or TAG/TAP you need to complete a minimum of 30 units at a any combination of CCC campuses.
Were you hoping to leave ucsb after this quarter, attend a CC, and then enroll at a UC the following year? You need 60 units to be able to transfer to a UC. My understanding is that you need the 60 units by the end of spring, you can’t include summer prior to entering the UC. So if your ucsb units plus what you take at the CC sums to 60+ by the end of spring then you are eligible to apply right now for next fall at a different UC. But since I doubt you could earn 30 CC units in that time, so you don’t get the CC preference. Nor are you eligible to apply for TAG.
If you are thinking of spending winter and spring at a CC, then all of the following academic year at a CC, the answer changes. You will be eligible to apply for TAG and will be a CC xfer in terms of preference.
As a side question, did you visit ucsb prior to submitting your SIR? Or did you first show up for orientation/school and then find out it wasn’t what you wanted?
