I only got accepted into UC Riverside and decided that I am going to spend a year there and then transfer, but I spoke to someone who transferred out of Riverside after a semester? Is that allowed and what are the requirements?

That generally is not allowed, but it depends on the school of transfer. Irvine did that just this year when they granted Winter quarter admission to freshman. A couple of CSUs were still giving me acceptance letters to enroll for Spring semester by the time December rolled around. They were all based on high school stats and admissions decisions (i.e. being rejected for fall or simply not accepting their admission in the first place).

As far as the California public university systems go, there isn't a set agreement because they want transfer students to have at least 90 quarter (60 semester) units prior to entering.

I guess I will just transfer after one year then, since my top choice is San Diego

umm.. i believe only a few UC's let you transfer in as a sophmore and i don't think UCSD is one of them.

which UCs are those, may i ask?

:) thanks
