where do you find the welcome link thing

No longer interested likely means a waitlist.
An error page likely means rejection.
And for me official decisions were posted 03/25/2021 at 3PM though it could come out today for this year.

UCB has notified applicants that it will be coming out today, 3/24. People were just speculating about the time.

Yeah is the withdrawal page patched or indicative because 
it could mean accept but basing of last year it’s unlikely. If you are allowed to withdraw it definitely either means a waitlist or acceptance.
