im oos havent been able to
I might be mistaken but I don’t think i’ve seen an oos say they can. So i’m being hopeful that it’s only in state that can register

there have been oos who could. I’m INTL and I can. There were some either here or on the reddit who were oos and accessed it
I was able to access it and it filled in for my son for UCI but he was then waitlisted. So I’m not sure this means anything for UCB

all the early admits so far were able to access it, so I believe it may signify acceptance this time
