<p>I tried to apply for housing but it says
"You are not eligible to apply for housing at this time"</p>

<p>You have to complete all the application steps listed before it says you are eligible to apply for housing. It’s a weird way to do it, I know, but underneath where it says you aren’t eligible to apply should be links with the information they need you to fill out. If not, check with the housing office to see what’s up.</p>
