UCL (university college london) or McGill??

I have an offer from both universities, and am struggling to know which one to go to.

At UCL I have an offer for European Social and Political Studies BA. This includes 1 year abroad, and additional language (the year abroad will be in a country where your learnt language is the most common).
McGill I applied undeclared but will most likely go into Politics, International Relations, History and Economics.

What I am most worried about is the time spent on independent study… I saw some statistics on the specific course at UCL and it is around 14% is spent in Lecture halls (which I really don’t want) and the rest is independent study!!
I am not sure if this is the same for McGill… I’m afraid it will be. I do not want to be in large lecture halls of 400 students… I prefer study groups of 10 people (I know that’s impossible, but one can dream)

Since I am an international student, I’m excited about the international students at the UCL course, however I also would really enjoy going to McGill and really experience college life. I speak french fluently so language shouldn’t be a problem.

Also, the only thing that makes me really want to go to UCL is their reputation and the course content. Otherwise, I think I prefer McGill, for the people and the fact that it isn’t set in a large city. I would prefer not living in London, and I don’t think I would enjoy the culture as much…

Any thoughts or advice? Much appreciated, thanks!
