So I'm a deciding to go to choose ucla, and I'm really confused with the housing of colleges. It says for 2013 -14 freshman, three years of housing are guaranteed. What exactly does that mean, and what happens to fourth year students, do they get kicked to the curb or something?

The fourth year, the students are entered into a Housing Lottery, whereby you sign up for housing later than those with guaranteed spots (except maybe entering students). By then, the choices are much more limited, and you might not get what you want.

Lots of students move to off campus housing in their 3rd or 4th year, another step toward more independence/freedom/adulthood. There are many apartments near campus. So not having 4 year on campus housing guaranteed is not really a big deal. Also as phospholipase pointed out, not guaranteed doesn’t mean you can’t get it.
