Not doing so well in high school, I concluded that the only way I would be able to go to a 4 year university is if I went OOS for school (california resident) and I ended up attending Arizona State since it was the closest out of most of the schools I had gotten accepted too. I am now looking to transfer to UCLA or UCSB so I can be closer to home even though I like ASU. I know my chances are slim since I am out of state transfer and not a CC but realistically what is the likelihood of me getting accepted to either of them? I am a pre-med biochemistry student, have a current gpa of 3.73, it will be 3.82 or 3.83 by the end of this semester. I have many extra curricular activities including undergraduate research study, and tons of volunteer work. I also work a few hours a week on top of that. Although I just submitted my transfer application I want to get some input on what really is the likelihood I will get admitted and if me being a California resident gives me any advantage even though I am applying out of state? Any thoughts or ideas on how I may be able to better my chances?
You stand an adequate shot. The big question is did you get the required courses completed for your major and a fair amount of gen ed? While any guess is a shot in the dark, your stats are aligned with the admitted GPA for the major at UCLA (in fact a bit higher). UCLA lets in about 10% of OOS applicants, as I recall. It’s noted on the front page of the attached link. And one can assume many of those OOS applicants did not have requirements completed or a competitive GPA. Your chances should be substantially higher if you have req. completed.

The biggest problem I see is that no ASU students were accepted last year. That could mean that courses were not considered UC transferable. https://www.admissions.ucla.edu/prospect/adm_tr/Tr_Prof14_US1.htm
Have you thought about coming home, starting winter intersession, spring, and summer courses at a CCC and then applying again in the Fall?
I’ve seen CCC courses are generally transferable to ASU.

Actually, I know ASU students who have successfully transferred to the UCs, Berkeley has an equivalency course list for ASU, and UCLA has admitted ASU in other years if you look through the previous years. I’m not sure you can make a broad generalization based on one year, or even a year here and there. It fluctuates and is really applicant-based. ASU students are admitted to UCLA.
I truly think he is in the running, assuming requirements are completed, as much as I can hazard a guess.
