<p>they are just intentionally misrepresenting the data in a way to make themselves look better ;)</p>
<p>Theoretically, the UCs are designed to serve the top 12.5% of California high school graduates, as calculated by a combination of class rank and SAT scores. Since the application considers UC GPA instead of class rank, I believe they are simply reporting the percentage that they consider the top 10% of the graduating class.</p>
<p>because at students who weren't in the top 10% of their class at certain schools are still better than those who are top 10% at other schools. take for example, a lot of top private or prep schools. kids who aren't in the top 10% are still clearly much better applicants than the top 10% at a random public school, and these kids like to matriculate at HYPSM, etc. therefore, HYPSM might not have higher percentages of top 10% students, but dont be deceived by this, since top 10% means something different everywhere.</p>
