UCSD graduating in 2 years as an engineeing major

How difficult would this be? It seems not just UCSD, but most colleges nowadays, it's difficult to graduate in just 2 years as an engineering major. UCSD's own site even gives a recommended plan for 3 years, rather than 2. Of course I'd rather not stay longer than I have to, and so I want to hear from anyone who has done it or know of how difficult it would be? (i'm an electrical engineering major btw)

I guess the biggest issues in my concern are:

How difficult is it to get your classes as a new transfer?

How difficult are the upper division engineering classes at UCSD?

Can upper division general education requirements be fulfilled by community college?

How effective is taking extra classes during the summer? (ie. do most UCs even offer upper division classes?)

Any help would be appreciated (:
