<p>It can be used for anything. Tuition, fees, room and board, books, personal expenses. My daughter has a full tuition merit scholarship but receives the full Pell and uses it for other expenses such as rent and bills on her off campus apartment. </p>

<p>I don’t understand why the OP would not have received some with a 2400 EFC.</p>
