UGA Applicant w Lots of Questions

I am in the process of applying to UGA. I am applying out of state (TN) and am inquiring about scholarships other than academic. I’m applying RD because while my scores/GPA are above ‘average’, I don’t feel like they are high enough to guarantee admittance or receive as much scholarship as I would like. So, I’m wanting that holistic review. I would love if some fellow out of state students could share their insight into this process or just general advice?

  1. Are there regional scholarships for the Chattanooga area?
  2. Are the departmental scholarships offered to incoming freshmen? (I'm wanting to major in fashion merchandising which is in The College of Family and Consumer Sciences)
  3. Will I receive in-state tuition after being a student for two years? I've heard of students purchasing a P.O box in order to have a Georgia address?
  4. When do you typically hear back about RD and scholarships?
