UIC...why denied+what can I do now?

I applied to UIC as an undeclared major in the LAS (liberal arts and sciences) college for their neuroscience program. I am an illinois resident, ACT: 30 GPA: 3.0. On their main website they say their gpa range is 2.9-3.7 with ACT range 21-27. I thought I was well qualified for this university and I got denied! Is their anything I can do to be reconsidered? Can I apply for a different major or something?
PS: On my essay, I kind of let on that I have a mental illness. Never really saying it but one could assume from reading it that I may have some delusional thinking. Could this be why they denied me??

Yes, why would you write an essay like that. I just got into UIC, and it should have been easy for you to get in.

On my essay I wrote about determinism and how I may have suffered from solipsism syndrome. I explained philosophically how someone might think this way. I thought this would show my intellectual compacity that was hidden by my low gpa. Would they assume I'm delusional/crazy if I wrote about this? I only intended it to show my ability to think beyond the norm...I guess this is frowned upon at UIC? Can i appeal this decision somehow??

that was a really bad idea
