It doesn’t matter what anyone else would choose. What matters is what YOU would choose, since you’re the one who has to live there for four years. Do you like big cities and love beaches? Would you like to learn Spanish or at least Latin or Cuban culture? Do you love year-round tropical weather, and all the amenities of a city of millions? Do you want to learn surfing, scuba diving, boating, parasailing, deep sea fishing or other beach sports? Are you planning to study marine biology? Then go with Miami. That would be paradise for the right person. Miami has about 5 million people and beaches everywhere, plus the Everglades and Florida Keys to possibly explore on weekend trips.
Do you prefer a place that has a distinct fall and spring, where the leaves turn red and yellow in the fall, and then the trees get colorful flowers and bright green leaves in the spring? Do you enjoy traditional college towns, where the university dominates the area, and football culture is huge? Do you enjoy a live music scene that is accessible? Do you like the familiarity of being able to walk the same few blocks of a downtown area and get to know the places and people in the shops and cafes? Do you like hiking in the Appalachians and seeing waterfalls? Do you enjoy lakes, creeks and rivers? Athens would be paradise for the right person. It only has about 300,000 people or less in the metro area, but it is 1.5 hours from Atlanta with 6 million people, so you could possibly explore Atlanta on the weekends.
You should also take into account your major. For example, Marine Biology or Engineering =Miami, anything Agriculture related =UGA. Research your possible majors at each school.

I wouldn’t take major too seriously; lots of students change their major, particularly with that major is bio pre-med. I’d make it more about the opportunities and the breadth of offerings, as well as the student life and atmosphere you want. Both schools are good for a lot of different fields
I think mommyrocks sums it up nicely. It’s really going to be a personal decision. I can tell you what I’d pick (UGA), but that’s not going to be as meaningful to you because I have my own personal reasons for selecting it.* Those reasons may not jive with what’s important to you.
*Specifically: Big D-I football, lively student life/party school, big Greek life, small charming college town with great live music that’s still relatively close to a big city for the weekend trips, lots and lots of majors that interest me, a good reputation in academics, decent weather but not too hot, lots of natural beauty, vibrant campus life (as opposed to people leaving on the weekends to go party in the city). There’s also the fact that I’m from Georgia, so were I a high schooler again that would likely be the most affordable choice for me. Honestly I say often that if I could do college over again and have a different experience from the first time around I would go somewhere like Georgia.
