For the UC schools, such as Berk, LA, and SD, does applying undecided make any difference in admissions chances? If i'm looking towards the hard sciences, but aren't really sure which one, is it better to pick a major and alt. major, or just apply undecided to help raise my chances?

If you know you can get in, it's better to declare a major. If you're on the border, you can get in more easily by going undeclared, but you'll have a hard time getting the classes you want, especially because they're public schools.
