I am still currently under review for engineering. Lets say I don’t get accepted, is there a way I can transfer to the engineering school later? I’m going for Aerospace in either UT Austin or A&M. I’m already automatically admitted to both all I’m waiting for is the decision. Any advice?
The specific answer would come from the engineering colleges at the specific schools. However, if you want to be an Aerospace Engineer I would make sure you have schools that you applied to that accept you for Aerospace Engineering. I have no experience other than common sense that tells me that attempting to backdoor into a major is a risky gambit.
At UT Austin, aerospace engineering was competitive to change into in 2016 (3.75 technical and 3.49 overall college GPAs). Mechanical was even more competitive (3.98 technical and 3.82 overall college GPAs).

Texas A&M admits engineering majors to first year general engineering; students must compete by GPA to get into their majors. Most get into a major of choosing, but not necessarily their first choice major.

Students at Texas A&M not in general engineering may face additional selection processes; ask the engineering division directly if you are not admitted to general engineering.
