reaching out to the forum here and seek advice on how to go about selecting among UIUC, Purdue, Pitt and UCR.
We are first generation immigrant family and our daughter is the first one to go here for undergrad.My D is interested in Neuroscience. We are based in NorCal and while in state is a criteria, its not the main factor, she wants to get into a college which gives her right foundation in the field of Neuroscience

Are all of these equally affordable for your family? If not, she can safely choose the cheapest one. To go anywhere in neuroscience as a professional, she will need grad school, and all of these places can give her the preparation and experience to be a good grad school candidate.
If costs aren’t a problem, and she thinks she has a specific interest within the field, she can check out the research programs and recent publications from the labs run by the faculty members in the different departments.
