If you want to go cc -> 4-year, You have to choose a Cc in the state where you want to transfer and in a state where you can afford the last 2years without scholarships. Transferring from one state 's cc to another state 's 4-year is complicated, expensive, and often results in love of credits.
So if you’re thinking of Florida, you should attend a cc in Florida.

The amounts you cite are way too low. I’d budget $1,200 a month for rent and groceries in most areas of California.
