It’s true that UC schools in general put more weights on GPA and other stuff, but you can’t assume you would get same results as the other Asian kids. Also, there are plenty of kids who prepare on their own, so that one is your responsibility.
Yes, that is true. I remember that I took it right after the finals and I was so stressed. I also took a night class at Butte College which made it even more stressful more me.I barely had time to study for anything.I remember how I was so behind in my math class and did horribly which was unusual because I am usually one of the top students whenever it comes to math. I will work hard on my personal statements.

On the ACT you can answer everything, on the SAT answer only that which you know (or think you know).

You do have a shot at UC Merced - it’s a UC and it’s smaller.
Run the NPCs on several colleges - URedlands or LMU may end up being affordable. Mount St Mary’s definitely within range for you and sometimes offers good scholarships to lower income kids (not a sure thing).
In the meanwhile, FAFSA will NOT be sufficient to cover UNR. That’s only $5,500 in loans (the maximum you’re allowed to borrow for your freshman year) and up to $5,000 in Pell grants. You must attend a college that will meet 100% need for you; that could include a UC; Occidental would be a reach but they do cover 100% need. Some colleges where you’d be considered URM and which offer good financial aid include St Olaf and Gettysburg, but your SAT score will be a sticky point. Check out Lewis&Clark (in Portland).
You don’t need to know the answer yet. Apply to a bunch of places and see what happens.
If you want small and residential, Sonoma and Humboldt are worth a look.

OK, that’s VERY important, because it means you attend a lower-performing school and ae higher performing there: much will be done by high-level colleges to try and enroll you. MAKE SURE your guidance counselor includes your school’s average SAT on their secondary school report for the commonapp, and writes lots of little anecdotes about you in the written evaluation (I specify because your GC may not be used to the CommonApp and what it expects).
I also assume your SAT will go up once the things that flummoxed you for the first sitting, are gone, especially since now you’ve been on khan academy’s website every day and worked very hard.
Therefore, definitely apply to Occidental, because if they admit you I believe they’d cover 100% need and may be as affordable as a UC.
Apply to UC Merced and indicate how interested you are by communicating with admissions - ask questions, tell them they’re your first choice because you want a smaller UC, etc.
Apply to Chico Honors.
Are you or your parents Hispanic, African American, Asian, Pacific Islander…?
Can you imagine applying to colleges away from California, where it may be cold with snow? Because that’d open up even more choices.
