How is the CS undergraduate program of UPitt and Penn State University Park location? Which one would you recommend between the two? I am an OOS.

Looks like Pittsburgh would be direct admission to the CS major. But if you are not directly admitted to the CS major, you need to do an internal transfer, which currently requires at least a 2.75 college GPA after completing first year courses, but can be competitive beyond that due to capacity limits (i.e. the stated GPA does not assure admission).
However, Penn State admits to the engineering division, and you need secondary admission to get into the CS major (currently 3.10 college GPA after completing the prerequisite courses).
