While U of R offers good aid, it is not on par with some other full need colleges. Son had offers from U of R and Colgate and U of R would have cost him 10K more per year even with a merit scholarship there and a grant etc.
It would help if you provided your son’s stats so that you’d get appropriate responses.

Then I wouldn’t expect much from URoch…maybe nothing.
On another thread you post that your family income is $200,000 a year. With that income, you would not see any need based financial aid.
The net price calculator for U of Rochester used to have a merit estimator tool.
He might get merit at Case Western or Tulane. Also his stats might be enough for Temple full tuition.
I can’t remember S12’s exact stats, but they were comparable to OP’s S’s (assuming GPA of 3.8 is unweighted). He received $16K annually in merit, but it was an alumni scholarship (H and I are both UR grads) which required an essay, so maybe not comparable. Agree you probably wouldn’t get FA with that income.

Highlights are that Tulane is a strong partner with the Florida Institute for Human & Machine Cognition http://www.ihmc.us/ , founded and run by Ken Ford who got his Ph.D. at Tulane! http://www.ihmc.us/groups/kford/ Potentially very nice for internships. She also mentions being part of the NASA team the worked on the Mars rover programming.
As far as merit, there is always the caveat that one can only go by what has happened in the past, which may or may not still be the actual policy. Normally that isn’t much of an issue, and it probably isn’t this year. But Tulane has a new VP of Enrollment Management, a new Director of Admissions, and a new ED option replacing their former use of SCEA. So while there has been no indication of a major shift in merit awards policy, one should be aware of these recent developments.
But assuming things are pretty much the same on that front, and also assuming that the 3.8 is unweighted and includes a number of AP courses, I would say that might get in the $25,000-$30,000 range.
