University of Texas vs UCLA

So got accepted into both for electrical engineering, and got into the honors program for UT. I'm instate for UT and their giving me 6k a year to go there, while UCLA is giving me 10k. I was just wondering considering post-graduate degrees, name recognition, rankings, is UCLA worth paying the extra money to go there. Money however is an issue. And living in Texas, I'm almost oblivious to what is going on in Californian education, is it true that budget is being cut and it'll be harder to graduate in 4 years? And some have said that the electrical engineering department at UCLA is "decrepit", is this true? And is it possible to ask UCLA officials to give me more to go there? :D

UT engineering > UCLA engineering

go to UT, save the money, and there basically the same academically

Is there anyway UCLA will give me more money to go?

I don’t get it. If you are interested in electrical engineering, UT-Austin has a clear advantage here. It has a stronger ECE program; is located at the “silicon valley of the south”; and you are in the honors program. Why pay a lot more to attend UCLA … unless you really want to be in SOCAL.
