Highly unlikely.
Their merit aid also require separated application.
UW-Madison scholarships are generally single year amounts and most are specifically for Wisconsin residents in the range of $500 to $1500 for students with high tests scores, financial need, and outstanding extracurriculars.
For example about 1500 incoming freshmen students apply for the College of Letters & Science Scholarships. There are about 50 scholarships and around 40 of those are only for Wisconsin residents.
