I have a 3.3 gpa as a junior and I know that University of Michigan's business school only accepts 2nd year students, so is there any way I could go to another university and then transfer in during sophomore year?

It is possible, but unlikely. Ross takes most of their undergraduate students from the college of LSA or Engineering at the University of Michigan. That is to say that the most common route Ross students take is to get into the University of Michigan, complete one year either in the college of LSA or Engineering and then, apply to Ross at the end of their Freshman year at Michigan. Ross only admits 10-15 students from other universities, so the odds aren’t good if you are applying to Ross as a transfer student.

do you know what percentage of lsa students apply and then are rejected, and what they do about that?

Roughly 30%-40% of LSA and Engineering applicants are admitted. However, of those that aren’t admitted, many probably aren’t qualified. I would estimate that the acceptance rate for LSA and Engineering students with 3.5+ GPAs is closer to 70%-80%.

As for the LSA or Engineering students who do not get into Ross, they end up getting degrees from a top ranked department at a top ranked university.

For the BBA class starting in Fall 2008, 294 were admitted out of a pool of 880 regular applicants (33.4%). Less than 1% were transfers.
