UPENN should i apply, yay or nay?

I'm faced with a dilemma of whether i should apply to UPENN or not.

I am an asian-american with a 3.7 gpa. (Top 10% of graduating class)
SAT SCORES
R-650
M-630
W- 640
combined- 1920

Have taken 3 AP's so far,
AP language & composition - 3
AP World History -3
AP us history- 2
I am not planning to submit my AP scores.
I am also taking AP psychology and AP english in my senior year.

SAT2's- taking this november, expect 650-700 for USH and English

I have some extra curricular s & community service with
tutoring
park cleanups
soup kitchens
sports league
national spanish honor society
arista honor society
chess club
spark drug prevention program
etc.

I may not be a standout student on paper, but i am just under the 25th percentile quota SAT scores for Upenn and i am wondering if i should even bother applying. Just because my SAT scores are lower than 3/4 the people who get accepted, whats to say i won't be in that 25% that could get accepted? Somebody please be realistic with me and share your opinions please.

Honestly, it would be really hard to get in…even if you applied ED

i understand itd be a big reach, but what i’m saying is that time is money. Im wondering if it would be a justifiable economical investment for me?

If the application fee isn’t too much for you, just apply. You’ll never know otherwise!
