I'm giving all me recs on monday, but i'm still not sure what Stanford means when they say the Regular action deadline is Dec 15. Do they mean the SAT II scores have to be in by that date too? Cause i can't take the SAT II's until december 3rd test date.

Must they actually receive me test score by that date? should i rush scoring?

From Stanford.edu FAQ, regarding test score deadlines.

"My test scores wont be sent before the application deadline; what should I do?"

Applicants should make sure they plan to take the required standardized tests in time for the score reports to be received by Stanford before we begin reviewing applications. Single-Choice Early Action applicants must take the tests no later than early October, and Regular Review applicants must take the tests no later than mid December. If you follow these guidelines, you should not need to request a rush test report.

Goldfish: The Stanford site states "SCEA applicants must take the tests no later than early October..." Have you spoken to Admissions and received permission to submit later test scores?

Soccerfanatic: shouldacouldawoulda....I guess there is always the possibility of circumstances that would prevent these scores from arriving on time, but then those circumstances would be extenuating in nature I'm sure. My D will be testing in December (SAT II) and plans to submit these scores for her Dec 15 & Jan 1 deadlines....we aren't worried. Her January 1 colleges clearly state in their admissions instructions that though their application deadline is January 1, scores can be submitted later than January 1. Regarding Stanford, I infer from Stanford's instructions that if you take any December tests, they will be considered; and that only applications/transcripts/essays, and NOT scores, are subject to the December 15 RD postmark requirement.
