Urgently need opinions on where to transfer for international student

Hello, for context, I’m an international student currently studying in Malaysia, and I’ve just been accepted as a transfer into University of Michigan, Ann Arbor, University of Minnesota Twin-Cities, University of Wisconsin-Madison, University of Illinois at Urbana-Champaign and waiting for a transfer decision from Penn State now. The deadline to accept is coming up soon, and I’m in between doing Economics at Michigan or Human Resource Management in Carlson (Minnesota). For now, money isn’t an object for these schools.

My main dilemma is that even though UMich was my first choice, but I actually want to get into a business school and do HR, but it’s exceptionally difficult to transfer as an international into Michigan’s business school, so Economics is not my first choice major. I know the merit that UMich is one of the best universities for Economics, but I worry if I’m missing out on the opportunities being in a business school can gain for me. I love the campus feel of UMich and its location, as well as its Greek Life and sports offerings too, so it’s just my major I’m concerned about.

For Minnesota, I got accepted into my first choice major, and being in Carlson and Minneapolis could really boost my career opportunities, but I’m not very clear on the party/Greek Life scene at Minnesota, although I know they’re big on sports too. I’m also unsure whether I would enjoy a classic campus experience since the university is right inside the city as well. Another fear I have is whether I’ll really need to study HR to get into that field, as I’ve heard it’s possible to do so with Econs, and my family believes that it’s a common sense subject like Management anyway.
