How does one go about applying for a University of Southern California National Merit Finalist Presidential Scholarship if one hasn't submitted an application to USC? Were applicants supposed to apply regularly, and meet the December scholarship deadline?

Are you asking if it’s too late to apply to USC and also get the NMF scholarship?

It says this on their website…

* You must apply for admission by December 1st to be considered for USC merit scholarships.

*

What is your situation?

Either application deadline (December 1, 2010 or January 10, 2011) would have been acceptable for the USC NMF Presidential scholarship. To receive the scholarship, applicants must submit a complete application, be accepted, and name USC as their first-choice by late April. Being a National Merit Scholar is in no way an admission guarantee at USC - many are rejected each year, by the way.

It is very likely that you are far too late to be considered for admission, but if the $60 application fee isn’t a problem, there is a tiny chance of acceptance. This note appears on the application website:

The chances are very, very tiny, but if the application fee is not a hardship, you might submit an application and supporting materials and see what happens. Just don’t count on it - it is a longshot!

Good luck!

^^^

does that mean that he might be considered for the NMF scholarship as well? Or does that mean that he might only be considered for admission (but no NMF scholarship is likely)?

I guess the student should really just call the USC office on Monday and ask if a NMF could still be considered for the NMF scholarship if he applied now. They’ll either say, “yes,” or they’ll say that that ship has long sailed.

I’ve never heard of a NMF applying this late to USC getting the NMF scholarship. Has anyone? I know that some other schools will still award the NMF scholarship this late, but I’ve never heard of USC doing so. Perhaps someone here knows differently.

Well, the huge longshot is if they would admit an applicant who missed the deadlines by such a wide margin. I know they would fully read the application and consider it - I spoke directly to an admissions rep in March one year who was in the process of reading an application that had JUST come in, and she said they consider ALL applications but she would be interested in the reason it had arrived so late.

But yes, as the requirements for the USC NMF Presidential scholarship are 1) be accepted by USC and 2) name USC as the first-choice by the NM deadline (which I believe is May 1st, but I am not certain about that), so even a late applicant, if accepted, would be awarded that scholarship. They would not be considered for any of USC’s many other merit scholarships, however.

I too have never heard of this occurring (but there is that tiny, itty-bitty possibility indicated by the notation on the website). I would think it would take a very impressive applicant to overcome the lateness of the application. I have not checked the OP’s post history, so I do not know their qualifications or if they would be such an applicant.
