I'm living in maine now but I know I want to go to florida for school. My plan is to move to florida, become a resident (I will have a place to live with little expense) and then go to college in order to get the cheaper tuition. For a long time I've wanted to go to usf but I realized there is more to college than just academics. I love the tampa area (I visit almost every year as I have family in the area). I understand Gainesville is a pretty boring town and Tallahassee I haven't heard much about. I understand that academics come first, but what is the party life like at usf? How is it compared to uf or fsu?

Unless you are over 24, married, a veteran, or meet one of a few other categories, this doesn’t work for tuition purposes. You can live with your non-parent relatives in Florida for 5 or more years and establish Florida residency that way, but I doubt you want to wait 5 years.

FSU and UF have much bigger party scenes. That said, there’s stuff to do in the Tampa/St Pete area, it’s just not a huge party place.
