I just received my decisions back and find myself between a summer semester at USF or attend somewhere else for a semester and go to FSU in the following spring. I have no clue which offer is better, whether the difference in academics, campus life, or some other department will sway a decision. Any advice? Thank you.

I would suggest looking at each school without regard to when you would start. If you were offered spring admission only but it was to Harvard, would you go? Of course.
So look at USF and FSU and decide which is the best fit for you in the long term; and then make a decision. Both are good schools and you should decide without regard to which term you will start.
My daughter started her college career during the summer by choice and it eased the transition. Many kids start in the spring semester and quickly fit in.
In the end, this decision will be a blip and soon forgotten.
