UT/A&M TERRY SCHOLARSHIP...help?

So both institutions notified me that I have advanced past the first round. They require more things now to complete their decisions. I don’t know if applying to both will deny me from both, or if I can possibly choose one if both offered to me?
I don’t want to penalize myself. Can I even continue applying to both?

The A&M email reads : If you are NOT attending Texas A&M University, please refrain from sending letters of recommendations and /or the personal statement. We cannot consider you for this program if you are not going to attend Texas A&M University-College Station.

But what if my decision to go there depends on whether or not I receive the scholarship?

The UT email doesn’t specifically say not to apply if you’re not certain on attending, but it does require me to submit a form saying I have continued interest in attending.

You don’t know where you are attending yet so you should pursue both paths. At the point you make a decision, you should withdraw from one or the other. If you can’t make that decision until you know whether you get the award or not, then you need to pursue both. Great job and good luck!
