UT transfer chances? Foreign language deficiency

I currently have 48 hours at my local cc in Texas and will have 59 by the end of the spring. I do not have any foreign language credits though but I could take the placement next month exam and I'm confident I will pass and get all 16 credits before the deadline.

Now i'm afraid taking the CLEP exam might be unnecessary. I took 2 years of german in high school. I also worry that If I plan on transferring internally later on (i'm still undecided between CS and finance) then I would be over the limit of the 90 credits max to transfer internally.

Also, does the "language deficiency" hurt admission decisions? Will my chances of getting accepted into the CNS or liberal arts school decrease?

Stats:
3.75 GPA (4.0 last two semesters)
48 transferable hours (59 by spring)
minority
Completed Calc 1, (Calc 2 in progress in the spring)
All A's on other Math classes
No ECS, no LoR's

Where did you get information about 16 credit hours and foreign language requirement for CS degree?

Only BA CS requires foreign language (12 credit hours with accelerated courses), BS and BSA require Foreign language and Culture (can be 6 credits of foreign culture)
