I have been accepted into the college of engineering at UW Madison but have not gotten anything back regarding merit-based financial aid. Are there any merit scholarships coming that I could possibly get or have a good chance of getting?

Scholarships are very limited, especially for OOS.
Check on scholarships open to you from local options and organizations you have a relationship with. Check with your parents about the places they work. Your HS guidance office will also have information.
Congratulations on your hard work! Last year my instate daughter earned a 34 on her ACT and was a 4.0 valedictorian of her class of about 300 students. She also was admitted to school of engineering She applied for scholarships on the UW engineering website around this time last year. Minnesota offered her $4000 for her first year in scholarships–without applying. Wisconsin gave her $2000 (Dorothy F. Scholarship) for first year only after applying for scholarships. Good luck!
