I’m currently a freshman at another 4-year university looking to transfer to UTD Fall 2018. According to the website, I’d need to submit my HS transcript as well.

College GPA: 3.2
HS GPA: 3.7
ACT: 34
OOS

I’m wondering what my chances of acceptance are? Are OOS students assessed differently?
Is there any assured acceptance threshold? Is the 4-6 weeks decision date accurate?

There is assured admission for students with 42 or more hours at another university as long as your GPA is above 3.0. If you have less than 42 hours, I do not think they offer assured admission. That being said, I think your chances are good as long as you are in good standing at your present school. The website does say 4-6 weeks so I do think that will be accurate.
