Say I've finished two years with an acceptable number of transferable units and a great GPA. Do they still look at HS grades? I mean, my HS grades are good up until about senior year. Shouldn't they know that people always slack senior year? I would think they don't really weigh them that much, but I would appreciate some confirmation. I don't have a specific school in mind, but just IN GENERAL. Thank you ahead of time.

It depends..some schools dont use your HS record as a factor at all after you've accumulated a certain amount of college credits, while some schools take it into consideration no matter what. The general rule is, the more college credits you have, the less HS records and standardized tests are weighed. Most school websites go into better detail about their policy on admission standards for transfers.

^^^ what he said. The more competitive schools tend to put a bit more focus on HS than other colleges would.
