... exactly how much does the high school records effect transfer applicants: those applying after 1 semester to transfer in the spring first year, or after just the first year? Someone with experience please help with this. Thanks in advance.

If you have taken any college courses (not AP) in high school, even if it was used for high school credit, it will be calculated into your GPA with which Universities will use to determine if you're admitted.

It sucks because you might play around in high school and get focused in college.. and it will still catch up to you. Happened to me. :(

If you apply to transfer as a sophomore, your hs record and SAT/ACT will be considered along with your first-term college GPA. If you apply for junior status, thus having 3 terms of college under your belt at the time you apply, I believe schools will still look at your hs record, but it will count less.

I don't understand the part of your question about transferring in spring first year - there may be some schools where this could be done, but not many. To transfer for spring of freshman year, you would be applying before you had any college track record at all, wouldn't you? So your hs record would be almost all they would have to go on.
