Even before you get accepted into the Musical Theater Certificate program, can you get voice training as an underclassmen? (assuming that you are a theatre major)

Unless they’ve change it (although I haven’t heard that they did), there are a few ways to get voice lessons prior to being accepted into the MT program.

The most obvious is to participate in the auditions they hold in the beginning of Freshman year. If you are selected you will get voice lessons from a Bienen school teacher and have to pay for them. If you don’t get selected you might be put on a wait list. If you’re persistent you can move up that list and by Winter term get lessons that way. There are also graduate students who need to teach for their degree and you can get lessons for free (I believe) from one of them. Interest can go a long way at Northwestern so if you’re not chosen from the first round of auditions be sure to emphasize how much you want them, etc. But it does cost until you’re in the MT program.

From what we understand, the free lessons from a grad student are equivalent to what MT students in many BFA programs get their first year. For example, at UMich weekly freshman voice lessons are with a grad student.

There is another thread here that (if I recall correctly) also discussed additional voice training opportunities in the Chicago area…
