Have the W&M scholar notifications gone out already? and are all the Monroe scholars notified?

My D2 got an email yesterday that she was a W & M scholar so I think that they are just starting to send out notifications.
If my EFC is about $13,000 does being a w&m scholar then make me unqualified for financial aid? I’m in-state so I would only have to pay for books and room & board, which is around my efc amount.
Are all W&M Scholars out or just some of them?
