What steps should I take to increase my chances of getting off a waitlist? I know it’s highly unlikely and I’m not counting on it. I don’t know if this matters, but the school is Williams College. Thank you!

Some specific questions:
Who do I send a letter of continued interest to? My regional admissions officer or the admissions office? Should I email it or mail it?
In the letter, do I have to say that I would attend if admitted? I do love the school, but don’t feel certain about that statement.
I’d send a letter to your regional admission officer (possibly cc the head of admissions?). Email is fine. You should note any achievements/awards that occurred after your application was filed and say something about why you particularly like the school and what unique contributions you could make as a student there. Keep it short and sweet.
Don’t say you would definitely attend if accepted if you are not confident that is not the case. There are other words you can use to affirm your interested.
