Waitlist (IR)??

Greetings:

I just got my waitlist letter from one of the DC schools with an International Relations program (it's a top 10/20 in the field) and I'm thrown off, I don't know how to react. I was bracing for an outright rejection. Curious:

Do people actually get in off of the waitlist?

Why not just outright reject as schools over admit anyway?

How to react? I don't want to be a pest about it, and I don't think there's need to be that guy who shows up at the admissions office every week...no acknowledgement was required, they just said if I wished to be off of the list to contact them shortly. I'm thinking of writing a short letter affirming that I'm still interested and thanking them for considering me qualified. Is that appropriate? Would it be misunderstood and interpreted as me declining the waitlist?

Cheers,
