Waitlisted from UC Berkeley. Chances of being accepted this year if I send an appeal?

I was waitlisted this year, and never really considered the college that much because I had focused on getting accepted into UCLA, USC, or UNC Chapel Hill–sadly, rejected by all three.
My mom is urging me to appeal because I was at least considered to an extent by Cal, and now I’m starting to research it a lot more after being depressed from being rejected/waitlisted by so many other colleges I applied to (I was only accepted into the University of Richmond.)
So far, it seems really nice and I think I will love the student body there along with the fact I really want to live in California again.

I’ve looked up tons of forums where people ask about the waitlist by Cal and there’s a lot of unsure responses–one year all freshmen were from the waitlist were admitted, another year none of them were.
What about this year? Does anyone know? And would my chances increase if I sent an appeal letter or emails exuding my enthusiasm about attending if I got in? So far, it really is my top choice now.

I just read their CDS from last year and the school said they don’t have a waitlist policy so no data available. However, they do waitlist a lot of students this year due to budget issue. It is hard to predict this year as it is not related to the admitted student response.
