In regards to Pre-Med & Business (also taking into account that I am no where near Catholic, so the "spirituality" part of ND doesn't tip the scale), which of the two schools is stronger?

If you are artsy, I'd go WASHU. If you like sports, I'd go Notre Dame.

But are they typically regarded with basically the same academic level of strength?

^^^^^^^^^^^

yes, they are about the same strength.
I've heard that WASHU is a lot more competitive between students whereas ND students tend help each other along more.
Especially Pre-Med. My cousins Med-School friend went to WashU said the education was great, but that the environment was so competitive it was overwhelming and just not too fun sometimes. (I feel bad giving WASHU a bad rap. I'm sure its a great school with great kids, but thats just what I've heard)

I just spent the night with a PreMed at ND and though he's only a freshman he loves it and he said that the older kids he knows love PreMed at ND.
Also from a non PreMed point of view. My sister (computer science) loves ND, loves her friends, and loves the atmosphere.

Plus I'll be at ND... lol
